Call Your US Employer from Abroad: HR, 401k, Benefits, COBRA
To call a US employer from abroad, separate the call type first. Internal HR direct-dial lines route fine internationally. The HR Call Usually Works (That's Not the Hard Part)
Internal HR phone lines at most US employers are direct-dial 10-digit numbers, and they route through any foreign carrier the same way any other international call does. Your company's HR line is a regular US area code, not a 1-800. Foreign mobile carriers connect it at standard international rates, somewhere between $0.50 and $3 per minute depending on your plan.
The exception: large enterprises sometimes route HR through a toll-free Employee Service Center. Amazon, Walmart, Target, and similar employers funnel routine HR requests through a 1-800 line. That line has the same from-abroad problem as every other 1-800. If your employer is one of those, you'll want the corporate HQ switchboard number instead — Google "[Employer name] corporate phone number" and pick the 10-digit listing. Ask for HR.
For everything else, the company's direct-dial 10-digit number is the call you can make from a hotel in Berlin, an Airbnb in Buenos Aires, or a beach rental in Bali, and it goes through.
The Toll-Free Wall: 401k, Benefits, Payroll, COBRA
The lines that break from abroad are the toll-free 1-800 lines for 401k administrators, benefits carriers, payroll providers, and COBRA administrators. US toll-free prefixes — 800, 833, 844, 855, 866, 877, 888 — are paid for by the receiving US business. Outside the US, that funding model breaks. Foreign carriers don't have peering arrangements for most US toll-free traffic, so the call fails, gets refused, or routes anyway and bills you premium rates.

Behavior varies. EU mobile networks often refuse the call outright. Latin American prepaid SIMs (Telcel, Movistar, Claro) usually fail silently after two or three rings. Asian carriers tend to bill these as premium-rate international. Hotel landlines route them sometimes, at $1-3 per minute when they do. The pattern is the unpredictability.
Try the Portal First (Honestly)
For most routine employer tasks from abroad, the employee self-service portal is the answer. Workday for time off and benefits enrollment. ADP for pay stubs and W-2s. Fidelity NetBenefits or Empower or Vanguard for 401k contribution changes. Your insurance carrier's member site for claim status and ID cards. The COBRA admin's election portal for the 60-day window.
Both Are True. All of It Matters. The portal handles the routine. The phone call is for nuance.
What the portal can't do: dispute a payroll error, talk through a 401k withdrawal or loan request, fight a benefits denial, recover a COBRA payment that posted late, or anything that needs a human reading the file. For those, you need a person on the phone, and that person is sitting behind a toll-free number.
Direct-Dial Numbers When the Portal Won't Cut It

The COBRA Deadline Problem (The One You Can't Miss)
COBRA election deadlines are 60 days from loss of coverage, and missing the window — including while you're abroad — kills the option permanently. There's no extension because you were in Lisbon. Your premium clock starts at the date coverage ended, not the date you elected.
Most COBRA administrators are toll-free, which is the routing wedge. The practical path:
- Online portal first. WageWorks, Optum Financial, and most major COBRA admins now offer online election. Use it.
- Direct-dial HQ as fallback. If the portal blocks you on identity verification or premium calculation, call the admin's HQ from the table above.
- Browser dialer if you have to use the toll-free. Same number, different network path — some browser-based dialers handle toll-free routing where foreign carriers won't.
Don't sit on the election notice. The cleanest version of this story is: portal-elect on day 5, premium-pay on day 30, never make a phone call.

Before You Call: What to Have Ready
Employer administrators verify identity before discussing anything, and the verification questions are stricter for 401k and payroll than for routine HR.
- For HR: Employee ID, current US address on file, your most recent paycheck date.
- For 401k: Plan ID, last 4 of SSN, date of birth, contribution amount or balance estimate, sometimes a recent statement reference number.
- For benefits: Member ID, group number, BIN/PCN for Rx questions, date of birth.
- For payroll: Employee ID, last paycheck net amount, last 4 of SSN, sometimes the employer's company ID code.
- For COBRA: The election notice packet, Social Security number, the prior plan ID and group number from your last ID card.
If you've moved abroad and your "address on file" is now a relative's US address or a mail-forwarder, double-check that the address matches before you call. Mismatched addresses are the single most common reason administrators refuse to verify a participant.
When Phone Isn't the Answer
Some employer scenarios from abroad can't be solved on a phone call. They need either an in-person US presence, a notarized form, or a state-side authorized representative who can sign or appear on your behalf.
- Hardship withdrawal paperwork. Some plans require a notary, and the notary has to be physically with you. US embassies will notarize for citizens abroad — see calling a US embassy from abroad.
- W-4, I-9, original tax-document submissions. Originals to a US address.
- Lost-card replacements that require a US ship-to. Plan in advance with a US relay address.
- State-specific workers' comp claims. Usually filed with a state agency and not your employer.

Legally yes in many cases, but the tax and employment paperwork is the real obstacle, not the calling. Not reliably. *67 is a per-call caller-ID block that works on most US landlines and many US mobile lines, but it depends on the originating carrier honoring the code. From a foreign mobile network or hotel phone, the prefix usually does nothing because the carrier ignores unrecognized service codes. Even when it works, *67 does not block caller ID to toll-free 800 numbers, which receive your number through ANI delivery regardless. Fidelity NetBenefits typically processes hardship-withdrawal paperwork in 5 to 7 business days after receipt of all documents, then funds ACH within 2 to 3 more business days. From abroad the bottleneck is almost always the notarized signature page, since some plans require US-notary acknowledgment and the form has to physically reach Cincinnati. Use a US embassy or consulate for the notary; the embassy acknowledgment is accepted under 22 USC 4221. Will my employer's MFA text reach a foreign SIM card?
Sometimes, sometimes not. US-issued MFA codes from Okta, Duo, Microsoft Authenticator app push, and most enterprise SSO systems work fine over WiFi or data, no SIM required. The break point is SMS-based MFA: many US short codes do not deliver to foreign mobile numbers, and your employer's IT may not have international SMS enabled on the gateway.
