The pattern: most issues route through the general +1 (210) line. Insurance claims, fraud, and life have their own 24/7 lines. The two big curveballs are brokerage and mutual funds— neither lives at USAA anymore.
The Schwab Transition: What Happened to USAA Brokerage

USAA Mutual Funds is a separate event. Those funds sold to Victory Capital in mid-2019, before the Schwab deal. If you held USAA mutual funds and want to know the status of those holdings:

The funds kept their USAA branding for a transition period; many members still see "USAA Fund" on statements without realizing the issuer is Victory Capital. The legal entity matters for tax documents and beneficiary updates.

Insurance side is open. USAA continues to write auto, property, life, and umbrella policies for qualifying overseas members. The Europe auto product (USAA-EUSA, written through a German subsidiary for compliance) is specifically built for the European OCONUS member— Germany, UK, Italy, plus the broader EU footprint. Japan, Korea, and Pacific theater OCONUS auto runs through US-touring or specialty overseas auto programs.

What to Say When the Rep Picks Up
USAA authentication is faster than most US banks because they expect overseas members. The rep will ask for some combination of:
- USAA member number (printed on every statement, the back of every card, and inside the USAA app).
- Last 4 of your SSN, date of birth, and zip code on file. "On file" matters for overseas members— if you've moved to a new OCONUS address and haven't updated USAA, the zip the rep is checking against may be your last CONUS address.
- PIN or voice verification. Many overseas members enrolled in voice biometric authentication years ago; if so, the rep can verify by voice instead of password.
